i agree , dumb rule, but since they blew the whistle, maybe they are assuming players stopped playing so had to place it where it was dead?

The play was called dead because of the whistle, the new defenders weren't awsre they should be defending anything, since the ref killed the play. The ruling is fair... Awesome int, tho!!!
