It is an unplayable lie, you do not get relief without loss of stroke. As long as you identified the ball as his, that is the ruling. If you assume it and still didn't find it it is a lost ball, and he needs to go back to where he hit from and take penalty stroke, unless tree was in the hazard, then he has relief from the hazard line.
