No. It's not a big secret, and if a party were interested enough, it wouldn't be that difficult to research/figure out.

As well, as per The Public Sector Salary Disclosure Act of 1996, your salary is posted/listed for all to see once you earn over a certain amount.

I think cheating was probably the wrong word, more like being creative sounds better. Now this was back in the 70's and early 80's when I was in mostly a cash business. I'll look for the thread you mentioned.

Being "creative" sums up my small cash business, I could write a book. Nowadays, tuff to do, too many computers and hardly anyone mainstream has buckets of cash nowadays.

Dealing almost exclusively in cash gives the small business owner a major benefit the 8-5 "working for the man" did not have.

I opened my biz in the early 80's, retired in mid 90's, I was in my 40's
on retirement day.
I quit a utility company with 15 years seniority (they told me I was crazy to take a chance at my own business). I would have had 40 years of mind numbing service and a gold plated retirement watch in 2009.


Best move I could have ever made....having a working wife certainly helped. (I got married 2 weeks after opening shop), I owe her more than words can say.:0008

I miss that in my business today. Now I get checks, it's tough being creative with a paper trail.
