Cops need to be educated people. Too many cops, especially in small towns, are uneducated racists. These cops treat minorities differently from the beginning of any encounter. There's no compassion, no dignity, no empathy in situations that require it the most.
Law enforcement positions should require a degree and include an extensive interview process. These interviews should include a board of citizens from the community who should also be included when shithooks are under review for questionable actions in the field.
Pay them more money. Too many cops are immediate dicks to minorities when there's an encounter. Screaming, cussing when they don't even know if there's a crime, because, in their mind, a minority is always a potential threat or likely a criminal because he or she isn't white. Criminal justice education should include advanced training on how to avoid escalating a situation with any suspect. Don't forget these clowns:

And why pray tell did they put a hood on him? The man had been kicked off a train for unruly behavior, he was naked in the snow, he was spitting on the police after telling them he had COVID 19. Plus he tried to get the gun from the policeman. The hood is what police use so they do not get hit by the saliva. Just a few facts you failed to mention.
164 policemen per year have been killed each of the past 10 years. Blacks are 270 times more likely to be killed by other blacks than by the police. 14 unarmed blacks were killed last year by the police. Yes there are some bad policemen but there are a lot more bad criminals.
Next time you need a cop just call a social worker instead.
