I think whoever owns the home has to agree to rent to a section 8 person or family.
Owner applies to HUD and gets told what the fair value of renting the house is going to be...say $500.
Renter then goes through a means testing to see what they can pay...say $100
Then HUD pays the difference...$400
As far as I know any owner can apply to rent to Section 8 families. It works out for the owner because he KNOWS he'll be getting at least a partial payment, and if the renter doesn't come up with their share HUD kicks them out.
