Former President George H.W. Bush takes some unexpected swipes at Dick Cheney and Donald Rumsfeld, key members of his son's administration, over their reaction to the Sept. 11 attacks, in a new biography of the 41st president, Fox News reported on Wednesday.
In "Destiny and Power: The American Odyssey Of George Herbert Walker Bush," author Jon Meacham quotes Bush as saying that Cheney and Rumsfeld were too hawkish and that their harsh stance damaged the reputation of the United States, the cable news network said.
Speaking of Cheney, who was vice president under President George W. Bush, the senior Bush said: "I don't know, he just became very hard-line and very different from the Dick Cheney I knew and worked with," according to the report.
Cheney served as defense secretary during George H.W. Bush's 1989-1993 presidency.
"The reaction (to Sept. 11), what to do about the Middle East. Just iron-ass. His seeming knuckling under to the real hard-charging guys who want to fight about everything, use force to get our way in the Middle East," Bush told Meacham in the book to be published next Tuesday.
Bush believes Cheney acted too independently of his son by creating a national security team in his own office, and may have been influenced to become more conservative by his wife and daughter, Lynne and Liz Cheney, the report cites the biography as saying.
On Rumsfeld, secretary of defense for most of the two terms served by his son, Bush is even more critical. He is quoted as saying: "I don't like what he did, and I think it hurt the President," referring to his son.
"I've never been that close to him anyway. There's a lack of humility, a lack of seeing what the other guy thinks. He's more kick ass and take names, take numbers. I think he paid a price for that. Rumsfeld was an arrogant fellow," he was quoted as saying in the biography.
Fox News quoted Cheney as denying his family had influenced his views, saying: "It's his view, perhaps, of what happened, but my family was not conspiring to somehow turn me into a tougher, more hardnosed individual. I got there all by myself."

Wednesday brought a veritable smorgasbord of ?new? information about the Russian passenger jet which fell out of the sky above the Sinai Peninsula last weekend.
First there was an audio recording from ISIS? Egyptian affiliate reiterating that they did indeed ?down? the plane. Next, the ISIS home office in Raqqa (or Langley or Hollywood) released a video of five guys sitting in the front yard congratulating their Egyptian ?brothers? on the accomplishment.
Then the UK grounded air traffic from Sharm el-Sheikh noting that the plane ?may well? have had an ?explosive device? on board.
Finally, US media lit up with reports that according to American ?intelligence? sources, ISIS was probably responsible for the crash.
Over the course of the investigation, one question that?s continually come up is whether militants could have shot the plane down. Generally speaking, the contention that ISIS (or at least IS Sinai) has the technology and/or the expertise to shoot down a passenger jet flying at 31,000 feet has been discredited by ?experts? and infrared satellite imagery.
But that?s nothing the CIA can?t fix.
With the Pentagon now set to deploy US ground troops to Syria (and indeed they may already be there, operating near Latakia no less), Washington is reportedly bolstering the supply lines to ?moderate? anti-regime forces at the urging of (guess who) the Saudis and Erdogan.
Incredibly, some of the weapons being passed out may be shoulder-fire man-portable air-defense systems, or Manpads, capable of hitting civilian aircraft.
But don?t worry, those will only be given to ?select rebels.? Here?s more from WSJ:

The deliveries from the Central Intelligence Agency, Saudi Arabia and other allied spy services deepen the fight between the forces battling in Syria, despite President Barack Obama?s public pledge to not let the conflict become a U.S.-Russia proxy war.
Saudi officials not only pushed for the White House to keep the arms pipeline open, but also warned the administration against backing away from a longstanding demand that Mr. Assad must leave office.
In the past month of intensifying Russian airstrikes, the CIA and its partners have increased the flow of military supplies to rebels in northern Syria, including of U.S.-made TOW antitank missiles, these officials said. Those supplies will continue to increase in coming weeks, replenishing stocks depleted by the regime?s expanded military offensive.
An Obama administration official said the military pressure is needed to push Mr. Assad from power.
?Assad is not going to feel any pressure to make concessions if there is no viable opposition that has the capacity, through the support of its partners, to put pressure on his regime,? the official said.
In addition to the arms the U.S. has agreed to provide, Saudi and Turkish officials have renewed talks with their American counterparts about allowing limited supplies of shoulder-fire man-portable air-defense systems, or Manpads, to select rebels. Those weapons could help target regime aircraft, in particular those responsible for dropping barrel bombs, and could also help keep Russian air power at bay, the officials said.
Mr. Obama has long rebuffed such proposals, citing the risk to civilian aircraft and fears they could end up in the hands of terrorists. To reduce those dangers, U.S. allies have proposed retrofitting the equipment to add so-called kill switches and specialized software that would prevent the operator from using the weapon outside a designated area, said officials in the region briefed on the option.
U.S. intelligence agencies are concerned that a few older Manpads may already have been smuggled into Syria through supply channels the CIA doesn?t control.
If that sounds insane to you, that?s because it is. Even as US intelligence (which we can only assume emanates from the CIA) indicates that IS Sinai likely brought down a Russian passenger jet with 224 people on board, the same CIA is working with the Saudis to supply ?select rebels? with weapons capable of shooting down commercial airliners.
In order to make sure no one ends up blowing a 747 out of the sky, Washington will ?retrofit? the weapons with ?special? software that makes sure they can only be used in certain areas.
Make no mistake, this has gone beyond absurd and is now bordering on the bizarre. It?s apparently not enough that the US is supplying anti-tank missiles to rebels shooting at the very same Iran-backed militias that the US implicitly supports across the border in Iraq so now, the CIA and Saudi Arabia will give these rebels the firepower to shoot down planes, meaning that in the ?best? case scenario they?ll be firing at Russian fighter jets, and in the worst case scenario these weapons will end up in the ?wrong? hands and be used to down commercial flights.
It's difficult to see how John Kerry can attend "peace" talks in Vienna and keep a straight face while chatting with Sergei Lavrov. That's not to say that Russia bears no responsibility for its role in the conflict (sure, Moscow is supporting a "legitimate" government in Syria but they're still dropping bombs on populated areas), but the US and the Saudis are arming Sunni extremist groups and encouraging them to shoot at Russian and Iranian forces. For Obama to suggest this isn't a proxy war is absurd.
Putting this all together, it now appears possible that the US is, i) sending anti-tank weapons to rebels who are shooting at Iranian soldiers, ii) embedding ground troops near Latakia which means they'll almost certainly be engaging Hezbollah directly, and iii) passing weapons capable of downing a commercial airliner to "select" militants days after a Russian passenger jet exploded in the skies above the Sinai Peninsula.
This is all in conjunction with the Saudis and Erodgan, who just rigged an election in Turkey on the way to rewriting his country's constitution.
And the Western media reports this with a straight face as though it all makes some measure of sense...

Since his first election as Prime Minister in 1996, he has been proud of his ability to get away with defying American presidents, while paying no price for his defiance.
His successes, in large measure, have been due the ties he has built with Republicans in Congress, using them to counter peace-making efforts led by two Democratic presidents, Bill Clinton and Barack Obama.
After the Oslo Accords were signed in 1993, Netanyahu went into action. Together with a small group of Likudniks, he launched a lobbying campaign against Oslo. Weekly faxes were sent to Congressional offices warning of the dangers that peace with the Palestinians posed for Israel and providing talking points that some Members of Congress followed. It was unprecedented--an Israeli opposition party acting against their government lobbying the US Congress to turn against the policy of our government. The effort won allies among Republicans in Congress who were only too happy to place obstacles in Bill Clinton's way. When the GOP won control of Congress in 1994 and Netanyahu won the Israeli elections in 1996, he was in a perfect position to accomplish his goal of ending the Oslo Accords.
The Gingrich-controlled Congress invited Netanyahu to speak to a Joint Session. He used the opportunity to attack the peace process and to call on Congress to join him on a war footing against Iraq and Iran. Throughout the rest of his first term, Netanyahu defied pressure from the Administration to curtail settlement construction and to make a serious commitment to peace. He knew that Congress would "have his back".
Even when President Clinton did force the Israelis to negotiate with the Palestinians, Netanyahu never fully implemented the agreement they concluded. And when Clinton vigorously objected to Netanyahu's plans to construct a new colony between Jerusalem and Bethlehem, Netanyahu defiantly broke ground erecting Har Homa--a settlement that now houses almost 20,000 Israelis.
President Obama's aspirations to negotiate an Israeli-Palestinian peace, were also frustrated by Netanyahu, whose second election as Israeli Prime Minister coincided with Obama's entry to the White House. After two frustrating years, Obama put the process on hold.
In 2010, Republicans again won control of Congress and their new leadership once again invited Netanyahu to speak to a Joint Session of Congress. The Israeli used this appearance to rebuke Obama's call for an Israeli-Palestinian peace based on "the 1967 borders, with mutually agreed land swaps". In the face of Israeli intransigence and Congressional pressure, once again the Administration shelved peace-making, until after the 2012 elections.
Secretary of State John Kerry's ill-fated effort to restart Israeli-Palestinian negotiations were eclipsed by the disastrous and deadly Syrian conflict and the effort to negotiate a nuclear deal with Iran--a deal which Netanyahu was determined to stymie. And so, when the Republican-led Congress invited Netanyahu to deliver his third address to a Joint Session, he used this appearance to call on Congress to block the Administration's support for the P5+1 deal with Iran.
Netanyahu's Washington performances have been focused on two audiences. He sought to muster the support of his Republican allies to defeat the work of Democratic Presidents, while at the same time seeking to demonstrate to his Israeli supporters how "very easily" he could "move America in the right direction".
While his first two efforts were a success, he failed with the third. Not only was he unable to block the Iran deal, but his gambit exposed a partisan divide over support for his policies, leaving Israelis uncomfortable about Netanyahu's ability to manage their relationship with the United States.
When he comes to Washington next week, Netanyahu is a man on a mission. His mission? To make it clear to Israelis that he is still the "master" of America. Unfortunately, Democrats and Republicans, alike, will serve as his enablers.
Netanyahu will meet with the President. This time there will be no real pressure to stop settlements and make peace. Instead, we are told that Israel is in line to receive a dramatic increase in US aid--possibly as high as $4.5 Billion a year. Netanyahu will then be honored at an event hosted by the neo-conservative American Enterprise Institute. And in order to reassure to Israelis that the "master" can still dominate US politics, the Prime Minister wrangled a speaking engagement at the liberal Center for American Progress and secured a glowing op-ed written by Hillary Clinton who pledged that, if elected president, she "would reaffirm [the] unbreakable bond with Israel--and Benjamin Netanyahu."
The entire exercise is shameful and distressing. Enabling Netanyahu's bad behavior only encourages more of the same. It's embarrassing and it's dumb. It's one thing to acknowledge that the Israeli-Palestinian peace process is dead, but it makes no sense to reward the guy who two decades ago pledged to kill peace, and then spared no effort to do just that.

I write this letter, my last letter, to you, Mr. Bush and Mr. Cheney. I write not because I think you grasp the terrible human and moral consequences of your lies, manipulation and thirst for wealth and power. I write this letter because, before my own death, I want to make it clear that I, and hundreds of thousands of my fellow veterans, along with millions of my fellow citizens, along with hundreds of millions more in Iraq and the Middle East, know fully who you are and what you have done. You may evade justice but in our eyes you are each guilty of egregious war crimes, of plunder and, finally, of murder, including the murder of thousands of young Americans?my fellow veterans?whose future you stole.
Your positions of authority, your millions of dollars of personal wealth, your public relations consultants, your privilege and your power cannot mask the hollowness of your character. You sent us to fight and die in Iraq after you, Mr. Cheney, dodged the draft in Vietnam, and you, Mr. Bush, went AWOL from your National Guard unit. Your cowardice and selfishness were established decades ago. You were not willing to risk yourselves for our nation but you sent hundreds of thousands of young men and women to be sacrificed in a senseless war with no more thought than it takes to put out the garbage.
I joined the Army two days after the 9/11 attacks. I joined the Army because our country had been attacked. I wanted to strike back at those who had killed some 3,000 of my fellow citizens. I did not join the Army to go to Iraq, a country that had no part in the September 2001 attacks and did not pose a threat to its neighbors, much less to the United States. I would not be writing this letter if I had been wounded fighting in Afghanistan against those forces that carried out the attacks of 9/11. Had I been wounded there I would still be miserable because of my physical deterioration and imminent death, but I would at least have the comfort of knowing that my injuries were a consequence of my own decision to defend the country I love. I would not have to lie in my bed, my body filled with painkillers, my life ebbing away, and deal with the fact that hundreds of thousands of human beings, including children, including myself, were sacrificed by you for little more than the greed of oil companies, for your alliance with the oil sheiks in Saudi Arabia, and your insane visions of empire.
I have, like many other disabled veterans, suffered from the inadequate and often inept care provided by the Veterans Administration. The sport's governing body provisionally suspended Russia's track and field federation on Friday, four days after the country was accused of operating a vast, state-sponsored doping program in a damning report by a World Anti-Doping Agency commission.
The move bars Russia from all international track and field competition for an indefinite period, including the 2016 Olympics in Rio de Janeiro, until the country is judged to have fixed its problems and fallen into line with global anti-doping rules.
Coe called the decision ? approved 22-1 in a secret vote of the IAAF council via teleconference ? "the toughest sanction we can apply at this time." It's the first time the International Association of Athletics Federations has ever banned a country over its doping failures.
"The whole system has failed the athletes, not just in Russia but around the world," Coe said after a meeting that lasted nearly 3 1/2 hours. "This has been a shameful wake-up call and we are clear that cheating at any level will not be tolerated."
"It makes me angry," added Coe, a two-time Olympic 1,500-meter champion from Britain. "We find ourselves in a shameful position tonight."
Coe, who was elected IAAF president in August, had been under heavy pressure to take tough action, despite efforts by Russian officials to avoid a blanket ban by agreeing to cooperate and make reforms in their anti-doping system.
