Penalty on first down for holding on the 30 yard line, back the ball up to the 20 and it's 1st and 20. Same penalty on first down on the 10 yard line back the ball up to the 5 because of the half the distance to the goal rule and it's 1st and 15.
Why can't it be 1st and 20 from the 5?
