Of course we could, but this isn't about the money, it never was. I know you don't honestly think we can't find $5B in our budget.

It is about money. If Mexico paid for it like Trump promised, it would be under construction right now. Now that we know the Mexicans aren't paying for it, he needs a way to finance it. It's not that hard.
