I say Southworth should have finished him,but it never really seemed like it was close to being finished. Ruiz was stunned by the punch that knocked him down. Southworth just didn't capitalize.
Ruiz is very weak on the ground and Southworth did NOTHING with it. Southworth is not really known for his ground anyway.

I THINK RUIZ FINISHES HIM THIS TIME. The doctor stopped the last one,but the way the 2ndR was heading, I think Ruiz would have won the fight anyway.

Yeah, the ground would be the place to beat Ruiz, pretty much all of his losses are subs. Good thing Southworth ain't much of a sub fighter.
