Since I may be our only resident shrink, the technical answer is no. Everyone lies to an extent, however compulsive lying is a description of a characteristic in personality. It can be impulsive or controlled in order to achieve a result including attention, self-protection, etc.
It is not a DSM V diagnosis but is a specifier for diagnoses including conduct disorder in children and anti-personality disorder in adults.

Depends. As long as it's fun, which means you never bet more than you can afford to lose and don't do it everyday, no problem. Lesson learned from experience by the way.
