Newsom orders California to shut down indoor activities, all bar operations

California Gov. Gavin Newsom (D) on Monday ordered several indoor activities and all bar operations to shut down across the state as it grapples with growing coronavirus case numbers.

The governor announced in a press briefing that restaurants, wineries, movie theaters, family entertainment venues, zoos, museums and card rooms will shut down all indoor operations. Newsom also said that bars must close down entirely.

Restaurants will still be permitted to provide service for outdoor dining and take-out.

Newsom described the move as a "dimmer switch" version of his stay-at-home order from earlier this year. The new order is expected to stay in effect for at least three weeks, he said.

"We've made this point on multiple occasions and that is we're moving back into a modification mode of our original stay-at-home order," the governor said.

Newsom also named 30 counties where fitness centers, places of worship, offices for ?Non-Critical Sectors,? personal care services, hair salons, barbershops and malls will have to close down. This order covers 80 percent of Californians, including those from Los Angeles, Orange, Sacramento and San Diego counties.

The California governor announced the new restrictions as the state attempts to rein in the rising COVID-19 cases. The state has recorded 320,804 cases during the pandemic, leading to 7,017 deaths, according to data from the California Department of Public Health.

In his press conference, Newsom said the state's seven-day average of new COVID-19 cases increased this week to 8,211, compared to last week's 7,876. Hospitalization has increased 28 percent over 14 days, and 72 new deaths were reported Sunday.

"This continues to be a deadly disease," he said.

Also on Monday, the Los Angeles and San Diego school districts announced that the new school year would be digital-only when classes begin next month, with in-person instruction to return ?as soon as public health conditions allow."

For fourth time in 8 days, U.S. breaks record for new coronavirus cases

The United States reported 67,400 new coronavirus cases on Tuesday, a new record for cases reported in the country in a single day, according to a tally from Johns Hopkins University. That marks the fourth time in eight days the U.S. has broken its record for new, confirmed cases.

According to Johns Hopkins, 7,400 more new coronavirus cases were reported in the country on Tuesday this week compared to Tuesday last week, when the U.S. hit what was then an all-time high of 60,000 new cases:


July 7: 60,000 new confirmed cases
July 8: 58,600 new confirmed cases
July 9: 63,200 new confirmed cases
July 10: 66,600 new confirmed cases
July 11: 61,400 new confirmed cases
July 12: 59,000 new confirmed cases
July 13: 59,200 new confirmed cases
July 14: 67,400 new confirmed cases

The new cases reported Tuesday are more than triple the number reported in the country a month ago: 19,800 on June 14, according to Johns Hopkins University.
States across the southern U.S. are now facing a surge. Florida, a new epicenter of the pandemic, reported 15,299 new coronavirus cases in a 24-hour period over the weekend ? the most new cases reported in a state in a single day since the beginning of the pandemic. The previous record was 11,571 reported cases in New York on April 14, when that state was the epicenter of the U.S. outbreak.

Officials in Florida are now setting up testing sites, delivering critical supplies and allocating personnel across the state. The state agency leading the effort ? the Florida Division of Emergency Management ? also helps in hurricanes and other natural disasters.

"Working hurricanes are sprints. This thing's a marathon," said Jared Moskowitz, director of the agency. He said this is the largest operation in state history and it has been complicated by misinformation and politics.

"When a Category 5 hits, nobody argues whether it was a Category 5. No one says, 'No, it was a Category 2,'" he said. "And in this disaster, we're arguing over everything."

In Miami-Dade County, more than 30% of all coronavirus tests came back positive on Tuesday. And with hospitalizations surging, Miami's mayor said more rollbacks may be necessary.

"There is a significant amount of pressure right now for us to shut down at some level," said Miami Mayor Francis Suarez.

Out West, it's a similar story in Los Angeles County. New cases and hospitalizations hit record highs on Tuesday.

"Red is when it's-- everything shuts down again. Everything. To our strictest level. And so, I do want to warn people that we're close to that," said Los Angeles Mayor Eric Garcetti before the new numbers were announced.

The outbreak is also accelerating in South Carolina.

"We see a dramatic increase in the number of cases, and hospitals are facing severe staffing shortages," said Senator Lindsey Graham after he was briefed by hospital administrators.

At least three states ? Alabama, Utah and Florida ? just reported a record one-day number of coronavirus-related deaths.

CDC Director Robert Redfield warns the worst may still be ahead, when the coronavirus pandemic coincides with flu season.

"I do think the fall and the winter of 2020 and 2021 are going to be probably one of the most difficult times that we experienced in American public health," he said.

US confirms over 75,600 coronavirus new cases, breaking single-day record

The U.S. reported over 75,600 COVID-19 cases on Thursday alone, marking a new daily record as cases continue to surge across the country.

The grim milestone marks the 11th time in the last month that the U.S. has broken this single-day record, according to The New York Times. The prior record for daily recorded cases was set last Friday at 68,241 cases.


Fatalities amid the coronavirus pandemic also reached new highs this week.

Florida reported 156 new fatalities on Thursday, its highest record since the pandemic began in March. The new deaths bring the state?s total to at least 4,677 related to COVID-19.

Florida was one of 10 states to set a single-day record for deaths this week, including Alabama, Arizona, Hawaii, Idaho, Montana, Oregon, South Carolina, Texas and Utah, according to the Times.

The news comes after state leaders have begun zeroing in on face masks to stem the spread of the disease.

Republican Arkansas Gov. Asa Hutchinson issued an order Thursday mandating that state residents wear face masks or coverings in public in an effort to slow the spread of the virus.

Colorado Gov. Jared Polis (D) also issued a statewide mask mandate Thursday.

Alabama Gov. Kay Ivey (R) on Wednesday announced a mask mandate that is set to continue through the end of the month as COVID-19 cases continue to spike in the state.

?Despite all our best efforts, we?re seeing increases in cases every day still occurring and we?re almost to the point where hospital ICUs are overwhelmed,? Ivey told reporters this week.

The U.S. has reported over 3.5 million cases of COVID-19 since the beginning of the pandemic and 138,268 fatalities as of Friday morning, according to data compiled by Johns Hopkins University.

An unpublished document prepared for the White House coronavirus task force and obtained by the Center for Public Integrity, a nonprofit newsroom, recommends that 18 states in the coronavirus ?red zone? for cases should roll back reopening measures amid surging cases.

The ?red zone? is defined in the 359-page report as ?those core-based statistical areas (CBSAs) and counties that during the last week reported both new cases above 100 per 100,000 population, and a diagnostic test positivity result above 10%.?

The report outlines measures counties in the red zone should take. It encourages residents to ?wear a mask at all times outside the home and maintain physical distance.? And it recommends that public officials ?close bars and gyms? and ?limit social gatherings to 10 people or fewer,? which would mean rolling back reopening provisions in these places.

The report comes despite President Donald Trump?s insistence that states reopen and a push to send the nation?s children back to school, even as cases increase.

?Now we?re open, and we want to stay open and we will stay open. We?re not closing. We?ll put out the fires as they come out,? Trump said at a White House event earlier this month.

The following 18 states are in the red zone for cases: Alabama, Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Kansas, Louisiana, Mississippi, North Carolina, Nevada, Oklahoma, South Carolina, Tennessee, Texas and Utah.

The report says the following 11 states are in the red zone for test positivity: Alabama, Florida, Georgia, Idaho, Louisiana, Mississippi, North Carolina, Nevada, South Carolina, Texas, Washington. The 11 states in the red zone for test positivity are also in the red zone for cases, with the exception of Washington state.

One of the states that is in the red zone for both cases and test positivity, Georgia, is currently embroiled in a political fight with its largest city. Republican Georgia Gov. Brian Kemp filed a lawsuit over Atlanta?s Democratic Mayor Keisha Lance Bottoms? mandate on masks in her city Thursday. He claimed it violated his emergency orders prohibiting local leaders from adding to the state?s requirements to protect against coronavirus.

The task force report specifically includes a recommendation that Georgia ?mandate statewide wearing of cloth face coverings outside the home.?

Asked about the task force report, Bottoms told CNN she had not been in touch with the task force.

?I had not heard from them, but again, the people that I?m listening to are the scientists and our health care professionals,? she said during an appearance on CNN?s ?New Day.?

Devin O?Malley, spokesman for Vice President Mike Pence and the task force, didn?t dispute the document?s authenticity, and claimed the report showed ?encouraging signs? amid the pandemic.

?When the vice president held a White House Coronavirus Task Force press briefing at HHS a few weeks ago, he reported that 16 states met the criteria for rising cases and rising positivity rate. As it stands in that report, there are only 10 states that fit that criteria. This is just one data point of many encouraging signs that we are seeing across the country as we continue to respond to the coronavirus pandemic,? O?Malley said in a statement.

Dr. Deborah Birx also said earlier this month that people living in states with coronavirus surges should return to the White House?s original ?phase one? recommendations on gatherings.

Citing guidelines such as wearing face masks and avoiding bars and indoor events, Birx said those steps should be resumed in order to bring cases back under control.

She said they are ?asking the American people in those counties and in those states to not only use those face coverings, not going to bars, not going to indoor dining, but really not gathering in homes either. And decreasing those gatherings back down to our phase one recommendation, which was 10 or less.?

Birx touted the importance of mask-wearing and said ?any kind of indoor gathering? should be avoided in places experiencing a spike in cases.

Asked by CNN?s Joe Johns about the document, counselor to the President Kellyanne Conway said: ?I think we see the surge in cases and we know where the hotspots are. We?ve been very upfront about that, we?ve published many documents.?

She said she didn?t know about the document specifically but had read reports.

A record number of new confirmed coronavirus cases were recorded across the globe on Saturday, with more than 250,000 cases reported, the World Health Organization said.

It was the first time the number of new single-day infections topped a quarter-million, the health agency added, with 259,848 cases recorded.

The United States, Brazil, South Africa and India, which has reached more than one million cases on Friday, reported the biggest increases.

The previous record ? set 24 hours earlier ? was 237,743 cases.

The WHO said the number of global deaths was approaching 600,000. It said 7,360 new deaths were recorded worldwide on Saturday, the biggest daily rise since early May.

The grim milestone comes amid concerns about the virus re-emerging in Asia and Europe.

Hong Kong leader Carrie Lam said Sunday that the city has recorded more than 100 new cases, in a single-day record for the semi-autonomous territory.

Calling the situation ?critical,? she said there was no sign ?that the situation is being brought under control.?

The city has been grappling with the third peak of the coronavirus epidemic since the beginning of July, with a growing number of locally transmitted infections.

Lam said social distancing measures announced last week will be extended for another 7 days until at least July 29, and non-essential civil servants will work from home starting Monday to help stop the spread of the virus.

She added that she would ask the justice department to consider extending the mandatory face mask requirement on public transport to include all indoor public places.

In mainland China, where the pandemic is believed to have started, 16 new coronavirus cases were reported Sunday, 13 of them in Urumqi, the capital of China?s far western region of Xinjiang

The city went into ?wartime mode? on Saturday, with no mass gatherings allowed and residential communities sealed off, according to the Information Office of the Government of Xinjiang Uygur Autonomous Region.

Meanwhile in Spain, which has suffered one of the worst outbreaks in Europe, authorities urged 4 million people in the country?s north-eastern region of Catalonia, including residents of Barcelona, to stay home in the strongest measure to stem virus spread since the country emerged from a nationwide state of emergency last month.

Gatherings of more than 10 people have been banned because most infections came from social gatherings, according to local health officials.

Police in Barcelona closed down access to a large area of the city?s beaches on Saturday after too many sunbathers ignored authorities? request to stay at home, the Associated Press reported.

Elsewhere, Iran?s president Hassan Rouhani said on Saturday that some 25 million Iranians may have been infected with coronavirus, as the government reimposed restrictions in the capital and elsewhere.

The figure, from a report Rouhani cited in a televised speech, corresponds to nearly 30 percent of Iran?s 85 million population.

However, Mostafa Qanei, head of Iran?s coronavirus scientific committee, clarified in a later interview that Rouhani?s remark is based on research by the health ministry that estimates 25 million have come in contact with the virus, developing mild symptoms and without needing hospitalization.

In Australia, residents of the country's second largest city Melbourne, must now wear masks when leaving their homes amid a rise in cases.

The state of Victoria, which Melbourne is capital of, has forced nearly 5 million people into a partial six-week lockdown earlier his month. The state's health officials reported 363 new cases on Sunday, after 217 cases the previous day.

Australian Prime Minister Scott Morrison on Saturday delayed the opening of parliament for several weeks as the number of infections rose.

Colorado Gov. Jared Polis on Sunday said national testing for Covid-19 is disastrously slow.

?The national testing scene is a complete disgrace,? Polis said Sunday on NBC?s ?Meet the Press.? ?So, every test we send out to private lab partners nationally, Quest, Labcorp, seven days, eight days, nine days ? maybe six days if we're lucky. Almost useless from an epidemiological or even diagnostic perspective.?

The number of diagnosed cases has been rising throughout most of the country, topping 3.7 million. On Saturday, the FDA granted the first emergency use authorization for pooled coronavirus testing for Covid-19, allowing up to four samples to be merged to expedite the results.

Polis, a Democrat, told host Chuck Todd that Colorado has managed to ameliorate the situation.

?Fortunately, our state lab has done yeoman's work. We're running three shifts a day there, 24 hours a day. So while some are still sent out of state, and unfortunately that takes a long time and we can?t count on it and our country needs to get testing right, we're trying to build that capacity in Colorado,? he said.

Polis, who imposed a statewide mask requirement Thursday in the wake of a rising number of coronavirus cases, said Colorado remains committed to cautiously reopening.

?There's only one way to go, Chuck,? Polis said, ?and that's forward. It's going forward cautiously and taking into account the danger that this virus presents. It's not a time for anxiety, it's a time for caution, and really taking the measures that we need to do to protect ourselves. And that means mask-wearing in public, it means increased social distancing, it means when you do have outbreaks, acting quickly at the site level.?

Polis said masks are an essential part of the reopening.

?Masks are a ticket to more freedom,? he said on ABC?s ?This Week.?

?The president got bored with it,? David Carney, an adviser to the Texas governor, Greg Abbott, a Republican, said of the pandemic. He noted that Mr. Abbott directs his requests to Mr. Pence, with whom he speaks two to three times a week.

A handful of Republican lawmakers in the Senate have privately pressed the administration to bring back health briefings led by figures like Dr. Fauci and Dr. Deborah Birx, who regularly updated the public during the spring until Mr. Trump upstaged them with his own briefing-room monologues. And in his home state of Kentucky last week, Senator Mitch McConnell, the majority leader, broke with Mr. Trump on nearly every major issue related to the virus.

Mr. McConnell stressed the importance of mask-wearing, expressed ?total? confidence in Dr. Fauci and urged Americans to follow guidelines from the Centers for Disease Control and Prevention that Mr. Trump has ignored or dismissed.

?The straight talk here that everyone needs to understand is: This is not going away until we get a vaccine,? Mr. McConnell said on Wednesday, contradicting Mr. Trump?s rosy predictions.

The result is a quiet but widening breach between Mr. Trump and leading figures in his party, as the virus burns through major political battlegrounds in the South and the West, like in the states of Arizona, Texas and Georgia.
