The United States is involved in peace talks with the Taliban, Afghan President Hamid Karzai told a youth group in Kabul on Saturday.
"Peace negotiations with the Taliban and with other countrymen have been started," Karzai told reporters after his earlier announcement on state TV. "Those who accept the constitution, freedom, democracy and development of Afghanistan can take part in this negotiation."
Representatives of the government and insurgents have been in touch, but there have been no high-level meetings, Karzai said. He added there was no specific agenda.
U.S. officials could not immediately be reached for comment.
The United States has said that the Taliban and other groups should separate from al Qaeda, renounce violence and abide by the Afghan constitution.
The U.N. Security Council split a key sanctions list on al Qaeda and the Taliban on Friday with an eye toward reconciliation in Afghanistan.
The move makes it easier to add and remove people and entities from the sanctions lists. The council also established specific criteria for having an individual delisted. The vote was unanimous.
"It sends a clear signal that now is the time for the Taliban to come forward and join the political process," Mark Lyall Grant, the British ambassador to the United Nations, told the council.
"I believe that if we can hold on to the territory that has been recaptured from the Taliban between ourselves and the Afghan forces and perhaps expand that security, that we will be in a position toward the end of this year to perhaps have a successful opening with respect to reconciliation, or at least be in a position where we can say we've turned a corner here in Afghanistan," Gates said, referring to political reconciliation talks.
Gates made the statement during his last visit to Afghanistan as defense secretary. Karzai awarded Gates the Wazir Akbar Khan medal, the highest governmental award.

Carroll Rog?, a spokesman for ETMC hospitals in Texas, three of which had dual scan rates over 60 percent, said independent doctors at those hospitals ?hold varying opinions? on the value of the federal data.
?Combining these tests expedites the diagnosis and the care to the patient,? said Dr. Harold Smitson, who helps to oversee radiology at ETMC hospitals in Athens and Fairfield. ?These are small and rural hospitals, without a complete range of medical services, which are mandated to evaluate patients quickly and efficiently to determine the need for transfer to a higher level of care.?
The Medicare agency believes hospitals can and should do more to change physician behavior. ?Hospitals will say, ?Wait, we don?t order tests, why are you measuring us?? ? said Dr. Michael Rapp, who directs the Quality Measurement and Health Assessment Group for the federal agency. But, he added, ?Hospitals certainly have the ability to put in policies and to monitor what?s happening.?
Added revenue may not be the reason dual scans are ordered.
?It is because no one has looked at it before,? said Dr. Rebecca Smith-Bindman, professor of radiology, epidemiology and biostatistics at University of California, San Francisco. ?This is a brand new quality measure. There are very few of them out there.?
The federal agency plans to use other, similar measurements to rein in what it considers to be unjustified ? and potentially dangerous ? medical procedures.

Yup. Every time a Republican asswart wants to pretend that the economy was a charging bull that turned into a wimpering mouse the day Obama took office... yeah, I think it's time to bring them back to reality and remind them that their guy spent 8 years burning Rome and it's gonna some time to rebuild it.
It's not that Obama's doing a great job. But the Republican plan for reviving the economy is to cut taxes and slash social programs, neither of which will do anything to create jobs and improve the economy.

I believe that Bush and Cheney and the crew schemed this whole end game scenario to put Obama in this situation.
And that is a sad state of affairs.
And when Obama was able to somehow keep us out of a depression, deal with the banks, Deal with health ins, and kill Bin Laden,.......

In his writings he said Bush senior came to Saudi Arabia and the people in Saudi thought he was gonna get them some justice and hopefully get the people on par with the greedy Sheiks. Bin Laden said Bush instead got a different type of message and brought it back to America. He brought the message that it is a lot better to see money in the hands of the wealthy instead of the citizens of the country and now we have this mess with the people to blame for being so fuking stupid not to realize it. Its been 6 months and nothing has happened other than pissing off union people and making the Koch's a bit richer.
