At present, my vote would go to the new queen's mother. If you recall, she told Sansa how bad she felt about the death of her brother and at a wedding no less. She then says she is going to eat "some of this food she paid for". She handed the pie to her daughter and the queen gave it to Joffrey.

I had that pie-theory, too! Margaery looked at him as if she wanted to make sure he had a bite... The problem with the whole thing is just that there are waay too many suspects! You can't really trust anyone in King's Landing opcorn2 , but that's what makes it soo good, right?
